well google and you will find clues. Heres a link to the story on a govt project agianst blackbirds


The earmark -- the new term for pork barrel projects -- would spend $94,000 for research to help reduce the problem of blackbirds on Louisiana's rice crop.

Also as stated in the 1,000 birds post there is new reports in Louisiana of dead blackbirds on new roads

I doubt it is related . Bird flocks can do enormous crop damage . I imagine , if you studied govt. agriculture programs since WW2 , you would likely find hundreds of programs similar to this directed at this and other species / animals as well .
