Preemptive move by the Neocons to set the stage for the new Congress.

This will provide cover for those Republicans who are supposed to be sympathetic to non-internentionism. For now, there will be a great spectacle of a debate on Afghanistan to placate the grassroots, which will end in a "compromise" that there will be no "permanent" military bases, but we will "stay the course" and "finish the job".

We end up in the same place we started, and the Repubs can come back home and talk about how they fought so hard against the powers that be to reign in our foreign policy and that they were somewhat successful in that fight.
