"President Hugo Chavez and his supportive lawmakers in the National Assembly have said the increased regulation will protect internet users from cybercrime and keep children away from unsavory websites.
Chavez's critics say the "social responsibility law," as it's called, will be used by Chavez as another tool to squash dissent. The law is the latest in a flurry of measures that the lame-duck session of mostly pro-Chavez lawmakers have hurried to enact before their term is complete and a new assembly--composed of far more opposition lawmakers--is seated in January.
The internet law extends broadcast-type regulation to the web and forbids messages that foment popular unrest, disrespect public authorities, or incite hate.
The measure also mandates that all internet traffic be driven through a single, government-controlled hub, which will increase efficiency and speed of the web, according to the bill's proponents.
Opponents of the socialist leader have said that with this new measure the internet in Venezuela will be easier to monitor and censor.
Aside from the internet law, Venezuelan lawmakers have also recently passed a measure categorizing banks as public utilities, a move that could make it easier for banks to be seized by the government."
