It starts out 'Paul is not, nor has he ever been, a Republican leader in the House...." which kinda sets the tone. He is a leader because of his following OUTSIDE of DC. With the 'conservative fringe', natch....

For example:

Paul was not a player in the House Republican Conference, as he was philosophically opposed to the most ordinary horse-trading of votes and voting “no” on anything he considered unconstitutional. Instead, Paul played an inside/outside game of tending to his district while remaining a sought-after libertarian speaker. Paul would place earmarks in appropriations bills, then vote against the bills—they passed without his support. “If they’re going to allot the money,” Paul explained in 2009, “I have a responsibility to represent my people.”(8)

Paul spent much of his time on messaging, giving weekly speeches on the House floor and penning a “Texas Straight Talk” column for his district—sometimes they were pegged to the news, but often they focused on more general, fundamental issues of governance.

It has some decent info, and sets up footnotes re the newsletters so we can frame a response to have on hand. It even has THEIR version of an 'issues page'....

This is a serious effort to define him.
