The EO shuffled the deck chairs a bit on who could issue Silver Certificates, and technically showed the US could directly issue its own debt or currency notes, but otherwise did not substantively change the direction of Fed-controlled monetary policy. Although transferring authority to issue certificates to the Treasury gave that department a degree of autonomy, clearly Secretaries installed in that office would be those who agreed with the President anyway, and if not the President could always issue another EO taking his authority back. JFK was killed based on a fusillade of agencies motivated to get him, for not going along with the rouge Cuban and other operations of the intelligence overlords, for not being enthusiatically onboard any escalation of the Vietnam debacle, and for angering mob leaders also upset with him over Cuba.
