Caucus/County & State Convention County Conventions: 2/3/04 – 2/29/04
Delegates technically not bound State Convention: 5/8/04

Step 1 – Precinct Caucuses

Purpose: To elect precinct delegates to the county caucuses and state convention.

Timing: 1/9/04 – 1/24/04

Qualifications: Must be a registered Republican in precinct as of the date of the call of the precinct caucus.

Process: The number of delegates to be elected at each meeting is included in the call (each precinct elects at least 2 delegates to the county convention, with the number for each determined by the last precinct vote for U.S. Representative). Nominations are accepted from the floor and voting is conducted by secret ballot, if requested by anyone in attendance at precinct caucus. The caucus must certify in writing to the county chair within the next 5 days the names of the delegates and alternates elected. State Party Bylaws art. IV.

Step 2 – County Conventions

Purpose: To elect delegates to the state convention and to elect 12 delegates and alternates to the national convention.

Timing: 2/3/04 – 2/29/04

Qualifications: Delegates to the county convention are the members of the county central committee and those chosen in the precinct caucuses. All precinct committee-persons must be current residents of the precinct they represent and registered Republicans.

Process: There are 12 delegate districts in Wyoming, each consisting of two counties (except Laramie), with one county in each pair designated to elect 1 national delegate and the other to elect 1 national alternate. The delegate districts are: (1) Natrona (D) – Albany (A); (2) Carbon (D) – Sweetwater (A); (3) Lincoln (D) – Unita (A); (4) Teton (A) – Sublette (D); (5) Park (D) – Fremont (A); (6) Hot Springs (A) – Washakie (D); (7) Sheridan (A) – Big Horn (D); (8) October Campbell (A) – Johnson (D); (9) Crook (A) – Weston (D); (10) Converse (A) – Niobrara (D); (11) Platte (D) – Goshen (A); and (12) Laramie (D & A). The election of these national delegates/alternates is binding on the state convention. Art VI § 8(b).

Step 3 – State Convention

Purpose: To elect the remaining 10 AL delegates/alternates to the national convention.

Timing: Selection of nominating committee: 5/8/04
Nominating committee meets and finalizes delegate slate: 5/8/04
5/8/04: State convention.

Process: A nominating committee comprised of 2 delegates from each county develops a slate of at least 20 delegates and alternates to be proposed at the state convention. At the state convention, the committee makes its report and the convention chair then calls for nominations from the floor. Prior to election, all nominees for AL delegate must inform the state convention of their presidential preference, if any. After nominations are closed, a secret ballot vote is conducted. The top vote-getters are elected as delegates, and the next highest are alternates in descending order. Art VI § 8(d) & (f).

Step 4 – Certification of Delegates

Purpose: Filing of the credentials of the state delegation to the Secretary of the RNC.

Timing: 07/31/2004

Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in making up the temporary roll of the national convention (RNC Rule 18(c)).

Step 5 – Organizing Convention Delegation

Purpose: To select national convention delegation chairman and choose committee persons.

Timing: Promptly following selection of delegates. October
Process: National Party Rules require the election of a delegation chairman, as well as one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees (RNC Rules, Rule 40(a)).

Elector Selection

P Purpose: To select presidential electors.

Timing: 5/8/04

Process: Presidential electors are nominated by the state convention. Art. VI § 4(e).

Thanks. That is good information to have for every state.

We should start to have weekly update on progress toward delegates from each state and all the territories. Virgin Island, Guam, Samoa etc.
