Step 1 – Presidential Primary
Purpose: To allocate and bind national convention delegates.
Timing: 2/17/04
Qualifications: Open primary; same day registration
Allocation: A candidate receiving a plurality of the votes in any Congressional District is entitled to control three (3) delegates and three (3) alternates from that district. Delegates are bound until the candidate releases them or the candidate fails to receive at least one-third (1/3) of the total votes cast for nomination at the convention. State Party Rules art. X § 2, Rule 3. A candidate receiving a plurality of the statewide votes is entitled to control all AL delegates and alternates. Delegates are bound until the candidate releases them or the candidate fails to receive at least one-third (1/3) of the total votes cast for nomination at the convention. Rule 4.
Step 2 – District Caucuses
Purpose: To select the CD delegates and alternates to the national convention.
Timing: 3/9/04: Winning presidential candidate designates delegates and alternates.
3/26/04 – 4/17/04: Congressional district caucuses elect delegates.

Qualifications: A delegate/alternate must be a qualified voter and member in good standing of the Republican Party in their county since at least the date of their county’s caucus.
Process: After receiving the results of the primary, each District chair, in consultation with the executive board and the committee of the winning presidential candidate in the district, develops a slate of at least 12 and no more than 20 names to be considered by the candidate committee for selection as delegates and alternates from that district. From this list, the winning candidate’s committee must designate 3 delegates and 3 alternates. Giving due consideration to these designations, the district caucus elects 3 district delegates and 3 alternate delegates from the list originally submitted. Rule 5.
Step 3 – State Executive Committee
Purpose: To select the AL delegates and alternates to the national convention.
Timing: 5/1/04: State Executive Committee Meeting.
5/8/04: Delegate selection process must be completed.
Qualifications: A delegate/alternate must be a qualified voter and member in good standing of the Republican Party in their county since at least the date of their county’s caucus.
Process: AL delegates and alternates are selected by the winning presidential candidate’s committee. The State Executive Committee ratifies the list of AL delegates and alternates, though the winning candidate’s campaign has final approval of the list of AL delegates and alternates. Rule 5.
Step 4 – Certification of Delegates
Purpose: To ensure that all delegates have proper credentials and are certified to act as delegates to the national convention.
Timing: 7/18/04
Process: Each delegate and alternate must file an affidavit with the Wisconsin Republican Party stating that he will abide by these rules and that they are qualified to represent the Wisconsin Republican Party by being a voter and member in good standing of October the Republican Party of their county since at least the date of their county’s caucus held in the Presidential election year. Rule 7.
Step 5 – Organizing Convention Delegation
Purpose: To select national convention delegation chairman and choose committee persons.
Timing: Promptly following selection of delegates.
Process: National Party Rules require the election of a delegation chairman, as well as
one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on PermanentOrganization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees (RNC Rules, Rule 40(a)).
Elector Selection
P Purpose: To select presidential electors.
Timing: 10/5//04
Process: Candidates for assembly and senate, state officers and holdover senators of each party meet to nominate one presidential elector for each district and two electors from the state at large. Wis. Stat. § 8.18.
