Winner-take-all State Convention: 6/4/04 – 6/5/04
Step 1 – Presidential Preference Primary
Purpose: To bind the delegates and alternate delegates to the national convention on a winner-take-all basis to the presidential candidate who receives the greatest number of votes in the primary.
Timing: According to 9/6/03 Resolution of State Central Committee, no Republican Presidential Primary will not be required in 2004. Resolution ¶ 2.
Qualifications: Virginia is a non-partisan state, meaning voters do not indicate party
affiliation on their voter registration form. Before casting their ballot at the presidential primary, a voter must attest that he or she is a registered voter, is in accord with the principles of the Republican Party, and intends to support all the Republican nominees in the next general election. Therefore, party adherents of other political parties may vote in the Republican presidential primary as long as they sign the Republican attestation.
Step 2 – City & County Meetings
Purpose: To elect delegates to CD and state conventions
Timing: 2/04 – 4/04
Qualifications: Delegates and alternates from each city and county must be legally
registered voters in respective localities.
Process: Convention Calls establish time frames for meetings, date and
method of selection of delegates to district and state conventions.
Each city and county holds a mass meeting, convention or canvass to
elect delegates to state and CD conventions.
Step 3 – Congressional District Conventions
Purpose: To elect delegate and alternate for each CD
Timing: 5/7/04 – 6/8/04
Qualifications: Must be legally registered voter of respective CD
Process: Method of selection of CD delegates is set forth in Convention Call
issued at least 30 days prior to the CD convention.
Step 4 – State Convention
Purpose: To elect AL delegates and alternates to the national convention.
Timing: 6/4/04 – 6/5/04
Process: Method of selection of AL delegates is set forth in Convention Call
issued at least 30 days prior to the state convention.
Step 5 – Certification of Delegates
Purpose: Filing of the credentials of the state delegation to the Secretary of the
RNC.
Timing: 07/31/2004
Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in making up the temporary roll of the national convention (RNC Rule 18(c)).
Step 6 – Organizing Convention Delegation
Purpose: To select national convention delegation chairman and choose committee persons.
Timing: Promptly following selection of delegates.
Process: National Party Rules require the election of a delegation chairman, as well as one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees (RNC Rules, Rule 40(a)).
Elector Selection
Purpose: To select presidential electors.
Timing: CD Electors: 5/7/04 – 6/8/04; AL Electors: 6/4/04 – 6/5/04
Process: CD electors are elected at the congressional district conventions and AL electors are elected at the state convention. The method of selection is provided for in the Convention Calls.
