It's a basic concept that how you spend money is more important than how much you make. If you can buy in bulk or at wholesale, things become very inexpensive.

Once groups of supporters come together, we could rent or borrow some warehouse space, do some pricing and send out a notice to groups around the country asking them to commit to purchase what items they want and send in money for them. Figure out how many items to order, place the orders and ship them out on pallets via truck.

possible items to do this with:

Button presses
Button blanks
Grommets
Grommet presses
Tyvek and spray paint by the case
Bulk blank T-Shirts
Large monitors or big screen TV's w/laptop for tableing / presentations.
8x8 tents
Folding tables
Staple guns & staples
Ink jet ink and bulk feeders for common printers
Copies of specific books, like "The Revolution; A Manifesto"

Any other suggestions for what to carry?

This could either be done piecemeal - X# of Y, or "Meetup in a box" kits could be put together, possibly in different sizes to support different sized groups and "refil boxes" for expendable supplies.

I'm thinking of a one time deal, possibly repeated every 4-6 months, with payment up front. The bottom line is to save at least 50% on campaign supplies and stretch limited funds.
