Step 1 – Precinct & County Conventions

Purpose: To elect the delegates to the district and state conventions

Timing: Precinct meetings: 9/23/03
County Conventions: 10/15/03 – 11/15/03

Qualifications: Registered voters of precinct/county

Process: Precinct meetings elect delegates and alternate delegates to the county
conventions. State Party Rule 4(c)(5).

The county conventions elect delegates and alternate delegates to the congressional district and state conventions. Rule 5(c)(5). Each state convention delegate elected to attend a congressional district convention must be a resident of the congressional district and must be elected by county convention delegates who are also residents of the same congressional district. If county is divided between two or more congressional districts, the number of state convention delegates shall be apportioned among the district as nearly as possible based on the population residing in each congressional district as a percentage of the entire population of the county. Id.

Step 2 – Presidential Primary

Purpose: To allocate and bind national congressional district delegates to the winning candidate in each district, and to allocate and bind the national AL delegates to the winning candidate statewide.

Timing: South Carolina has decided not to conduct a primary election and to endorse President Bush. However, the party has reserved the right to reconsider the matter if another credible Republican candidate emerges

Step 3 – Congressional District Conventions

Purpose: To elect three delegates from each congressional district to the national convention.

Timing: Filing deadline: Before 12 noon on the seventh days prior to CD convention
Conventions: 1st – 1/17, 2nd – 2/7, 3rd – 1/24, 4th – 1/29, 5th – 2/21, 6th – 2/7

Process: Candidates for CD delegate must file with the CD chairman a notice of his candidacy. Rule 14(c)(6)(b). National convention CD delegate and alternate delegate candidates must be delegates to their congressional district convention. Id. Each delegate to the congressional district convention may vote for up to six candidates for CD delegate. Rule 14(c)(6)(d). The candidates receiving the highest number of votes are elected as CD delegates, and those candidates receiving the next highest number of votes are elected as alternates. Id.

Step 4 – State Convention

Purpose: To elect AL delegates and alternates to the national convention.

Timing: Filing deadline: Before Noon on 3/20/04 3/27/04

Process: Candidates for election as AL delegates and alternates must file written notice with the state committee chairman (Delegate Summary). The state convention elects the state’s allocation of AL delegates and alternates to the national convention. Candidates for AL delegate do not have to be a voting member of the state convention. No person elected as CD delegate may be a candidate for AL delegate or alternate unless that person resigns his position as CD delegate. Rule 6(b)(8)(c). Delegates to the state convention may vote for up to 50 candidates for AL delegate. Rule 6(b)(8)(e). Those
candidates receiving the highest number of votes are elected as AL delegates, and those receiving the next highest number of votes are elected as AL alternates. Id.

Step 5 – Certification of Delegates

Purpose: Filing of the credentials of the state delegation to the Secretary of the RNC.

Timing: 07/31/2004

Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in
making up the temporary roll of the national convention (RNC Rule 18(c)).

Step 6 – Organizing Convention Delegation

Purpose: To select national convention delegation chairman and choose committee persons.
Timing: Within two weeks of the election of delegates and alternates.
Process: The State Chairman of the South Carolina Republican
Party shall call a meeting of all delegates and alternates to the national convention for the purpose of organizing the delegation. At the meeting the delegates shall elect a delegate chairman, vice- chairman, and secretary. At this point in time, the national convention delegation becomes a body unto itself and shall be governed by its own actions not inconsistent with the rules of the Republican National Convention. Rule 6(b)(8)(h). National Party Rules require the election of a delegation chairman, as well
as one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee
members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees (RNC Rules, Rule 40(a)).

Elector Selection

Purpose: To select presidential electors.
Timing: Within 30 days of the general election.
Process: The presidential electors are chosen by the State Executive Committee of the S.C. Republican Party. After convening, the committee caucuses according to congressional districts and each caucus nominates between 2 – 7 candidates for the district’s position on the electoral college. Rule 11(2). The executive committee reassembles and each member votes by secret ballot for one of the nominees listed by each caucus. The winner of each district shall be determined by plurality vote. Rule 11(3). Nominations for the two at-large positions on the electoral college come from the floor of the committee. Committee members vote for no more than two candidates, and the winner is chosen by plurality vote. Rule 11(4).
