NORTH CAROLINA 2004

67 Total Delegates: 39 CD & 28 AL Presidential Preference Primary: 7/20/04
Primary/Caucus/Convention Precinct Conventions: 2/1/04 – 3/10/04
Delegates bound for first ballot County Conventions: 3/04
Proportional CD Conventions: 4/04
State Convention: 5/20/04 – 5/23/04

Step 1 – Precinct Caucuses

Purpose: To elect delegates to the county convention.

Timing: Precinct Caucuses: 2/1/04 – 3/10/04
County chairman calls the precinct caucus.

Qualifications: Every Republican registered prior to 1/31/04 (the 1/31 preceding the meeting) is entitled to cast one (1) vote. Residents who have moved to the precinct within 30 days of the Precinct Meeting are excepted from this rule (North Carolina Republican Party Plan of Organization, Article II(A)(2).

County Exec. Comm. establishes a registration deadline of not more than 30 days nor less than 5 days prior to the precinct meeting. Every precinct resident who is registered as a Republican prior to the deadline is qualified to participate.

Process: Each precinct elects delegates and alternates to the county convention, with the number for each based on gubernatorial vote history. Each precinct is entitled to send one delegate and one alternate plus one delegate and alternate for every 50 votes (or major fraction thereof) cast for the Republican gubernatorial candidate in the last election (NC Plan, Article II (A)(3)).

Step 2 – County Caucuses

Purpose: To elect delegates to the district and state conventions.
Timing: County Conventions: 3/04
County chairman calls the county convention.

Qualifications: Must be an elected delegate from the Precinct Level to participate in the County Caucus.

Process: Each county elects delegates and alternates to the district and state conventions, with the number for each based on gubernatorial vote history. Each county is entitled to elect one delegate to the congressional district and state conventions, plus an additional delegate for every 200 votes (or major fraction thereof) cast for the Republican gubernatorial candidate in the last election. Additional delegates are awarded for each Republican elected to state and national office from that county in the last election (NC Plan, Article III (A)(2)(b)(iii)).

Each person who is elected at the county conventions to be a delegate or alternate to the state convention shall forward a set ($1.00) fee to the state party to defray the cost
of mailing convention materials.

Step 3 – Congressional District Conventions

Purpose: To elect national CD delegates.

Timing: 4/04. The Chair of the CD Committee will call the convention.

Process: 3 delegates and 3 alternates are chosen at each congressional district convention. All CD delegates are allocated to the plurality winner of the presidential primary
(NC Plan, Art. VII(F)). Each delegate and alternate who is nominated at either the District or State Convention must have publicly declared as a representative of a Candidate on the Presidential Preference Primary ballot, prior to the election of delegates and alternates to the National Convention (Id.)

Step 4 – State Convention

Purpose: To elect national AL delegates and allocate all delegates based on the percentage of vote won by each candidate.

Timing: 5/20/04 – 5/23/04. Must be after the presidential preference primary and at least 35 days before the national convention.

Process: Delegate and alternate nominations are solicited by a delegate nomination committee prior to the state convention. After evaluation, the committee presents a slate of nominees to the full convention for a vote. Delegates are allocated to each presidential candidate based on the results of the presidential primary, taking into account the CD delegates already allocated to the primary winner. Each delegate and alternate who is nominated at either the District or State Convention must have publicly declared as a representative of a Candidate on the Presidential Preference Primary ballot, prior to the election of delegates and alternates to the National Convention (NC Plan, Art. VII(F)).

Step 5 – Presidential Primary Election

Purpose: To allocate and bind national convention delegates, proportionally based upon the primary results.

Timing: 7/20/04

Qualifications: Closed primary. The state party may decide to allow independents to participate. Registration deadline is 25 days before the election (4/9/04).

Process: Immediately following the primary election, the state chairman, in consultation with the candidate receiving the most votes statewide, shall allocate positions proportionally between the candidates to reflect the results of the statewide primary (NC Code §163-213.8). The Chairman shall allocate delegate positions between the candidates to accurately reflect the results of the statewide primary (NC Plan, Art. VII(F)).For convenience, all CD delegates are allocated to the primary winner; AL delegates are allocated based on the primary vote, taking into account that the winner has been allocated all of the CD delegates.

Step 6 – Organizing State Delegation

Purpose: To organize National Convention delegation and choose delegation leadership and members of the Convention Committees from the state.

Timing: Promptly following their election (RNC Rule 40(a)).

Process: National Party Rules require the election of one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees (RNC Rules, Rule 40(a)).

Step 7 – Certifying Delegates to the RNC

Purpose: Filing of the credentials of the state delegation to the Secretary of the RNC.

Timing: 7/31/04

Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in making up the temporary roll of the national convention (RNC Rule 18(c)).

Presidential Electors

CD Caucuses will nominate one (1) presidential elector, who must not be a
current elected public official (NC Plan, Article V(A)(2)).
The AL presidential electors will be nominated at the State Convention and
must not be a current elected public official (NC Plan, Article VI(A)(4)(b)).

Other Information:

• Delegate and alternate positions are filled first by candidates actually present at the
meeting or convention.
• Delegates are “unofficially bound” for one ballot.
• National delegation caucuses and organizes at the state convention.

Did I send mine to the wrong people? I haven't received a response, and it has been over 3 weeks. I emailed the delegate rules update request to email@ncgop. org.
And to be honest, if they have updated it on the ncgop. org website, I can't find it. :o

See if you can find the contact for the legal counsel and email them the above rules asking for an update and remind them of Rule 14(a) (http://www.gop.com/About/AboutRead.aspx?AboutType=4&Section=16).


RULE NO. 14
Participation
(a) The Republican National Committee shall assist the states in their efforts to inform all citizens as to how they may participate in delegate selection procedures. The states, in cooperation with the Republican National Committee, shall prepare instructive material on delegate selection methods and make it available for distribution.

i have researched the rules as of June 2007 on the Republican State website, and am posting in this forum as i update it. alot of this is the same, with a few changes, like we have 69 delegates this time.

Welcome! Great post for a newcomer.

Please, if you wouldn't mind, copy the 2004 rules and then edit them to reflect the changes for 2008. Also, any updates on where we are in NC would be great. :)

They shall also elect 1 additional Delegate and Alternate for each 100 registered Republican voters, or major fraction thereof, in the precinct as of January 1 of that year. In determining the number of registered Republicans to be used as the basis for the number of additional Delegates and Alternates to be elected in the precinct under this calculation, a County may adopt, in its Plan of Organization, a basis number of registered Republican voters less than 100 but, in so doing, must assure proportional representation of all registered Republican voters in the county. (Article II.A.3)

Step 2 – County Convention
Purpose: To elect delegates to the district and state conventions.

Timing: County Conventions: 3/04/08 (estimated)

County chairman calls the county convention.

Qualifications: Must be an elected delegate from the Precinct Level to participate in the County Convention.

Process: The County Convention shall elect 1 Delegate and 1 Alternate to Congressional District and State Conventions, plus 1 additional Delegate and Alternate for every 250 Republicans, or major fraction thereof, registered in that county, as of January 1 of that year. Each County shall further elect 1 Delegate and Alternate for each Republican elected to the state legislature and to public office on the state or national level from said County in the last election held for that office. (Article III.2.b.iii.)

Step 3 – Congressional District Conventions
Purpose: To elect national Congressional District Delegates and and also to elect Electors

Timing: 4/04/08 (estimated): District Conventions. The Chair of the Congressional District Committee will call the convention.

Process: In every Presidential Election Year the Congressional District Convention shall elect 3 Delegates and 3 Alternates to the
Republican National Convention and shall nominate 1 Presidential Elector, who must not be a current elected public official (pursuant to state law). (NC Plan Article V.A.2.d.)
NC has 13 Congressional Districts; there will be 39 delegates and 13 Electors chosen here.

Step 4 – State Presidential Preference Primary Election
Purpose: To elect national At-Large delegates

Qualifications: Modified Primary (http://www.thegreenpapers.com/P08/NC-R.phtml). Independents are allowed to participate.
Registration deadline traditionally is 30 days before the election.

Timing: 5/06/08

Process: Go to the local poll and vote!
Immediately following the Presidential Preference Primary, the State Chairman...shall allocate Delegate positions between the Candidates accurately reflecting the division of votes in the statewide primary, thereby requiring the election of the 3 Delegates and 3 Alternates at the District Convention and the remaining Delegates at the State Convention, in such allocated numbers as to accurately reflect the results of the statewide primary. Each person nominated as a Delegate or an Alternate at either the District or State Convention must have publicly declared as a representative of a Candidate on the Presidential Preference Primary ballot prior to the election of Delegates and Alternates to the National Convention. Delegates and Alternates shall then be elected in the allocation as announced by the State Chairman. (NC Plan, Article VII.F)


There is a threshold sometimes that if a candidate doesn’t get 15% or 20%, then they get ZERO. So you can see its vital to get MASS delegates, not just a few

Step 5 - State Convention
Purpose: allocate all delegates based on the percentage of vote won by each candidate.

Timing: 6/05/08 – 6/08/08. A Presidential Election Year State Convention shall be called in every Presidential Election Year between the date of the Presidential Preferential Primary Election and 35 days prior to the Republican National Convention of said Presidential Election Year

Process: In every Presidential Election Year the Presidential Election Year Convention shall elect Delegates and Alternates to the National Convention, in addition to those specified under Article V (Article V. is referring to Delegates elected at the District Convention). The Convention shall nominate a National Committeeman and National Committeewoman who shall serve for a term of 4 years or until their successors are elected; ..(NC Plan, Article VI.A.4.b)
Before the state convention the delegate nomination committee will solicit candidates to be AL Delegates to the national convention. The committee will put forth a slate to be voted on at the state convention. If the slate fails then …
