Step 1 – Precinct Caucuses
Purpose: To elect delegates to the county convention.
Timing: Precinct Caucuses: 2/1/04 – 3/10/04
County chairman calls the precinct caucus.
Qualifications: Every Republican registered prior to 1/31/04 (the 1/31 preceding the meeting) is entitled to cast one (1) vote. Residents who have moved to the precinct within 30 days of the Precinct Meeting are excepted from this rule (North Carolina Republican Party Plan of Organization, Article II(A)(2).
County Exec. Comm. establishes a registration deadline of not more than 30 days nor less than 5 days prior to the precinct meeting. Every precinct resident who is registered as a Republican prior to the deadline is qualified to participate.
Process: Each precinct elects delegates and alternates to the county convention, with the number for each based on gubernatorial vote history. Each precinct is entitled to send one delegate and one alternate plus one delegate and alternate for every 50 votes (or major fraction thereof) cast for the Republican gubernatorial candidate in the last election (NC Plan, Article II (A)(3)).
Step 2 – County Caucuses
Purpose: To elect delegates to the district and state conventions.
Timing: County Conventions: 3/04
County chairman calls the county convention.
Qualifications: Must be an elected delegate from the Precinct Level to participate in the County Caucus.
Process: Each county elects delegates and alternates to the district and state conventions, with the number for each based on gubernatorial vote history. Each county is entitled to elect one delegate to the congressional district and state conventions, plus an additional delegate for every 200 votes (or major fraction thereof) cast for the Republican gubernatorial candidate in the last election. Additional delegates are awarded for each Republican elected to state and national office from that county in the last election (NC Plan, Article III (A)(2)(b)(iii)).
Each person who is elected at the county conventions to be a delegate or alternate to the state convention shall forward a set ($1.00) fee to the state party to defray the cost
of mailing convention materials.
Step 3 – Congressional District Conventions
Purpose: To elect national CD delegates.
Timing: 4/04. The Chair of the CD Committee will call the convention.
Process: 3 delegates and 3 alternates are chosen at each congressional district convention. All CD delegates are allocated to the plurality winner of the presidential primary
(NC Plan, Art. VII(F)). Each delegate and alternate who is nominated at either the District or State Convention must have publicly declared as a representative of a Candidate on the Presidential Preference Primary ballot, prior to the election of delegates and alternates to the National Convention (Id.)
Step 4 – State Convention
Purpose: To elect national AL delegates and allocate all delegates based on the percentage of vote won by each candidate.
Timing: 5/20/04 – 5/23/04. Must be after the presidential preference primary and at least 35 days before the national convention.
Process: Delegate and alternate nominations are solicited by a delegate nomination committee prior to the state convention. After evaluation, the committee presents a slate of nominees to the full convention for a vote. Delegates are allocated to each presidential candidate based on the results of the presidential primary, taking into account the CD delegates already allocated to the primary winner. Each delegate and alternate who is nominated at either the District or State Convention must have publicly declared as a representative of a Candidate on the Presidential Preference Primary ballot, prior to the election of delegates and alternates to the National Convention (NC Plan, Art. VII(F)).
Step 5 – Presidential Primary Election
Purpose: To allocate and bind national convention delegates, proportionally based upon the primary results.
Timing: 7/20/04
Qualifications: Closed primary. The state party may decide to allow independents to participate. Registration deadline is 25 days before the election (4/9/04).
Process: Immediately following the primary election, the state chairman, in consultation with the candidate receiving the most votes statewide, shall allocate positions proportionally between the candidates to reflect the results of the statewide primary (NC Code §163-213.8). The Chairman shall allocate delegate positions between the candidates to accurately reflect the results of the statewide primary (NC Plan, Art. VII(F)).For convenience, all CD delegates are allocated to the primary winner; AL delegates are allocated based on the primary vote, taking into account that the winner has been allocated all of the CD delegates.
Step 6 – Organizing State Delegation
Purpose: To organize National Convention delegation and choose delegation leadership and members of the Convention Committees from the state.
Timing: Promptly following their election (RNC Rule 40(a)).
Process: National Party Rules require the election of one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees (RNC Rules, Rule 40(a)).
Step 7 – Certifying Delegates to the RNC
Purpose: Filing of the credentials of the state delegation to the Secretary of the RNC.
Timing: 7/31/04
Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in making up the temporary roll of the national convention (RNC Rule 18(c)).
Presidential Electors
CD Caucuses will nominate one (1) presidential elector, who must not be a
current elected public official (NC Plan, Article V(A)(2)).
The AL presidential electors will be nominated at the State Convention and
must not be a current elected public official (NC Plan, Article VI(A)(4)(b)).

• Delegate and alternate positions are filled first by candidates actually present at the
meeting or convention.
• Delegates are “unofficially bound” for one ballot.
• National delegation caucuses and organizes at the state convention.
