Step 1 – Notification of Number of Delegates

Purpose: To notify the Secretary of State of the number delegates and alternates to the National Convention and file a copy of the National and State Rules for Delegate Selection.

Timing: 3/1/04

Process: The State Chairman must notify the Secretary of State of the number of AL and CD delegates and alternates to be elected to the National Convention (NJSA §19:24-1). If the State Chairman shall fail to file such notice, the Secretary of State shall ascertain such facts from the call for its national convention issued by the National or State Committee (Id.). National and State Party Rules shall govern the selection of delegates and alternates to national party conventions, provided that the State Chairman notifies the Sec. Of State prior to March 1 of the applicable party rules governing the process (NJSA §19:24-2).

Step 2 – Delegate Candidate Filing

Purpose: To qualify for placement on the primary ballot.

Timing: 4/12/04 (at least 57 days prior to the primary): Filing deadline for petitions and presidential candidate authorizations.

Process: CD delegate candidates must file petitions with at least 100 signatures of registered Republicans in their congressional district with the Secretary of State (NJSA §19:24-4).
AL delegate candidates must file petitions with at least 100 signatures of registered Republican voters residing in the state (Id.).

Delegate candidates may be grouped together on the primary ballot if requested in their petitions. Also, delegate candidates may have the name of the presidential candidate
they favor placed opposite their individual names or opposite the delegate group, if requested in their petitions and the written consent of the presidential candidate is endorsed on their petitions under the caption “choice for president” (NJSA §19:24-5).

Step 3 – Presidential Primary Election

Purpose: To elect all CD and AL delegates to the national convention and to indicate voter support for presidential candidates in a non-binding “beauty contest” popular election.

Timing: 6/8/04

Process: Each voter may vote for each candidate for AL delegate or alternate delegate and each candidate for CD delegate and alternate delegate individually. However, if the
delegate and alternate delegate candidates request to have their names listed on the ballot as a group, each voter may vote for a group of candidates which will be tallied as a vote for each of the candidates listed in the group (NJSA §19:24- 5).

Step 4 – Organizing State Delegation

Purpose: To organize National Convention delegation and choose delegation leadership and members of the Convention Committees from the state.

Timing: Promptly following their election (RNC Rule 40(a)).

Process: National Party Rules require the election of one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees (RNC Rules, Rule 40(a)).

Step 5 – Certifying Delegates to the RNC

Purpose: Filing of the credentials of the state delegation to the Secretary of the RNC.

Timing: 7/31/04

Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in making up the temporary roll of the national convention (RNC Rule 18(c)).

Presidential Electors

Purpose: To select presidential electors.

Timing: TBD

Process: Presidential electors are selected at the state party convention. N.J. Stat. Ann. § 19:13-2.
