Step 1 – Precinct Caucuses

Purpose: To elect delegates to the county conventions

Timing: 2/3/04 – 2/10/04

Qualifications: Each precinct meeting is open to all registered Republicans who live in the precinct. Candidates for county convention delegate must be “qualified electors”4 and residents of the precinct they seek to represent. (NRS 293.155(2)).

Process: The number of delegates elected from each precinct is proportionate to the number of registered Republicans in that precinct (NRS 293.133). Each county clerk must notify each Republican county central committee of the number of registered Republicans in each precinct by XX/XX/XXXX. Each precinct is entitled to at least one county convention delegate (NRS 293.137(2)). Otherwise the formula is as follows :

If a precinct meeting is scheduled and no one attends, the county central committee appoints a delegate to the county convention from that precinct. In Clarke County, 10-15% of delegates are appointed in this manner (NV Conference Call).

Delegates to the county convention are given original certificates of their election. A duplicate of the same is transmitted to the county central committee (NRS 293.137(3)).

Step 2 – County Conventions

Purpose: To elect delegates and alternate delegates to the state convention (NRS 293.410(1)). Every county is entitled to one (1) delegate for each 150 registered voters of that party residing in the county. Every county is entitled to at least one delegate (10/4 Letter from Lia Roberts).

Timing: 3/12/04 - 3/26/04 (must be held between 30-45 days after the precinct caucuses and at least 60 days prior to the start of the National Convention).

Qualifications: Must be registered Republicans in their respective counties (NRS
293.155(2)).

Step 3 – AL Delegate Filing Deadline

Purpose: Filing for AL Delegate and Alternate Positions with the Nominating Committee

Timing: 3/30/04 (Proposed Convention Rules, §2.9)

Qualifications: Must be a certified delegate to the State Convention and a registered Republican.

Process: Individuals who wish to be nominated by the Nominating Committee to the State Convention must submit their names to the Nominating Committee by 3/30/04 (Proposed Convention Rules §2.9).

Step 4 – State Convention

Purpose: To elect AL and CD delegates and alternates to the national convention.

Timing: 4/29/04 – 5/1/04

The Convention must be held at least 30 days before the National Convention (NRS 293.163(1)).

Qualifications: Must be a certified delegate to the State Convention to be a national
convention delegate (letter from Lia Roberts).

Process: The CD and AL delegates and alternate delegates to the national convention are elected at the state convention.

Congressional District Delegates and Alternates shall be elected by secret ballot at the congressional district meeting (Proposed Convention Rules §2.9).

The Nominating Committee shall submit to the Convention the names of all the individuals who notify in writing that they wish to be candidates for positions as AL Delegates and Alternates (Proposed Convention Rules §2.9). Nominations from the floor will also be accepted. Vote will be by full state delegation and be by secret ballot. The candidates who receive the most number of votes will be the AL Delegates. Those that receive the lesser number of votes will be AL Alternates (Id.).

Step 5 – Organizing State Delegation

Purpose: To organize National Convention delegation and choose delegation leadership and members of the Convention Committees from the state.
Timing: Promptly following their election (RNC Rule 40(a)).
Process: National Party Rules require the election of one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees (RNC Rules, Rule 40(a)).

Step 6 – Certifying Delegates to the RNC

Purpose: Filing of the credentials of the state delegation to the Secretary of the RNC.

Timing: 7/31/04

Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in making up the temporary roll of the national convention (RNC Rule 18(c)).

Presidential Electors

The State Convention will nominate Presidential Electors (Proposed Convention Rules §4.1).

Other Information

The national convention delegates and alternate delegates are not legally bound to any
presidential candidate(s). Therefore, attention must be paid to ensure that Bush supporters attend each level of the caucus/convention process so that the national convention delegates and alternate delegates who are ultimately elected are Bush supporters.

Sure, but seriously, email this info to your state Secretary of State and get and post the updated information (not finalized in a few states still, but I think we're good in yours)
