State Convention: 5/14/04 – 5/15/04

Step 1 – Presidential Preference Primary

Purpose: To award and bind national CD delegates to the primary winner in each district and to award and bind national AL delegates to the winner on a statewide basis (MS Code 23-15-108 et seq.).

Timing: 3/9/04.

Qualifications: Open primary (no prior party registration is required or permitted – voters must choose one party or another when they appear to vote) (MS Code §23-15-1081). Every registered and qualified voter who desires to support the candidates of the Republican Party is eligible to vote. No loyalty oath or attempt to require any affirmation of loyalty to the Republican Party may be made a precondition of voting in the Republican Primary (Resolution, Rule 1).

The winner of a plurality of the vote in each individual CD is entitled to the delegates from that CD. The winner of the plurality of the vote for the state is entitled to all of the state’s AL delegates (Resolution, Rule 3 and 4).

Step 2 – Designation of Candidate’s Floor Representatives

Purpose: To designate a floor representative to represent the candidate during the delegate selection process.

Timing: 4/14/04

Process: Each candidate must designate in writing to the state party chairman the name and address of a floor representative (and deputy floor representatives) who will be entitled to be present on the floor of the convention and during all meetings of the convention committees

(Resolution, Rule 5). Each such floor representative may appoint one deputy Floor Representative to attend each District Caucus held at the State Convention. Each deputy floor representative will be extended floor privileges at the District Caucus (Id.). Deputies can be appointed at a later date if necessary (Mike Wallace, Conference Call 11/20/03).

Step 3 – Precinct and County Meetings

Purpose: To elect delegates to the congressional district caucuses and state convention.

Timing: 4/24/04.

Process: Precinct meetings are held to elect delegates to the county conventions and county conventions are held to elect delegates to the congressional district caucuses and state convention. Both meetings occur on the same day. (Caucus/Convention Instructions)

No proxies are allowed at the county convention (2004 Caucus and Convention Instructions).

County Chairman are required to file with the State Chairman by 5/1/04, the names and mailing addresses of the delegates and alternates to the State Convention selected at the County Convention (Call to the Convention, “Filing of Credentials”).

Step 4 – Delegate Filing

Purpose: To qualify for selection as a national delegate.

Timing: 5/4/04: statement of candidacy filing (10 days prior to state
convention).
Prior to state convention: delegate candidate affidavit filing.

Process: Delegate candidates must file with the State Party Chairman a statement of candidacy and a pledge binding them to the primary winner (Resolution, Rule 6). Each delegate candidate must also file an affidavit attesting that he or she has complied with all applicable rules and laws and pledging support to his or her candidate (Resolutions, Rule 7). The State Chairman is then required to tell the Floor Representative of the campaign of all such declarations of candidacy. Any delegate candidates who are not elected will automatically qualify to run as alternate delegates (Resolution, Rule 6).

Step 5 – District and State Convention

Purpose: To elect national convention CD and AL delegates.

Timing: 5/14/04 – 5/15/04.

Qualifications: National delegate candidates do not have to be delegates to the
district or state conventions.

Process: Delegates from each congressional district caucus at the state convention and elect the CD delegates and alternates for their district. The full state convention elects the AL delegates and alternates. Delegates and alternates are elected separately.

Each candidate is entitled to one floor representative for Al delegates and one deputy floor representative per CD. Floor representatives may speak for 2 minutes in support of delegate candidates (or a slate), but they may not speak against other candidates.)

Delegates (AL and CD) are bound to the winner of the Presidential Preference Primary (for either the state or their CD) until they are released, either in writing or publicly by the candidate to whom they are pledged (Resolution, Rule 8).

Step 6 – Organizing State Delegation

Purpose: To organize National Convention delegation and choose delegation
leadership and members of the Convention Committees from the
state.
Timing: Promptly following their election (RNC Rule 40(a)).
Process: National Party Rules require the election of one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees (RNC Rules, Rule 40(a)).

Step 7 – Certifying Delegates to the RNC

Purpose: Filing of the credentials of the state delegation to the Secretary of the RNC.

Timing: 7/31/04

Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in making up the temporary roll of the national convention (RNC Rule 18(c)).

Presidential Electors

Presidential Electors are chosen at the State Convention (Call to the Convention).

Other Information

• Ballot placement is in alphabetical order.
• Delegates caucus and organize immediately following the state convention.
