There is no constitutional authority for an IP Czar. In fact, a bill by Rockefeller to try to regulate the internet was hitting political trouble, then Obama announced he was going to have a cyber czar despite zero authority of the executive as dictator of the internet.

And where is the due process under the 5th amendment?
