In the current political systems, the governments usually regulate businesses. For example If I get sold a faulty product, I have the right to return it for a replacement or my money back. That's a law.

The free market solution to this would be to have businesses show me a third party certificate which guarantees that the business follows some consumer oriented guidelines.

Now it seems like a good solution. But then I would expect even today that business owners will use it. Yet I have never met a shopkeeper that showed me any kind of certificate. My question to you is why do you think its so uncommon today?

i was burned on ebay once and mbna america (now bank of america) paid for that shit. i think ebay woulda paid even if they hadnt

There is the better business bureau for most businesses. I use them extensively. I believe they're a private industry. There's consumer reports. And others.
