If by "work" they mean...do they work in getting a country to go to war against you..then yes.

Sanctions are great....for causing the deaths of innocent people who just happen to be ruled by people we don't like at the time...

Did they work in South Africa?

Edit: Come to think of it, those weren't sanctions as much as they were popular international boycotts. I seem to recall the Reagan administration sticking to the "sanctions don't work" meme when talking about South Africa, while applying sanctions to Cuba.
