Step 1 – Delegate Slate Filing

Purpose: To certify a list of national convention CD and AL delegates and alternate delegates.

Timing: 5/14/04: Delegate slate filing deadline.

Process: Each qualified presidential candidate must file a list of proposed delegates and alternates to the Secretary of State equal to the number of delegates and alternates allotted to Idaho. The following are the required qualifications of the persons listed on the presidential candidate’s list:
(1) 18 years of age;
(2) US Citizen;
(3) Qualified elector of Idaho; and
(4) Resided in Idaho for one year.

The qualifications of each listed person must be verified by an affidavit of the presidential candidate or a representative of the presidential candidate. The affidavit must be attached to the list and be on form prescribed by the Secretary of State. Idaho Code § 34- 735.

Step 2 – Presidential/Delegate Preference Primary

Purpose: To apportion and bind national convention delegates on a proportional basis to those candidates receiving over 5% of the vote.

Timing: 5/25/04

Qualifications: Open primary, but must vote party ballot.

Process: Eighty percent (80%) of the delegates and alternate delegates to the national convention are assigned to presidential candidates who received more than five percent (5%) of the vote in proportion to the results of the primary. Idaho Code § 34-736.

Step 3 – Legislative District & County Conventions

Purpose: To select delegates to the state convention.

Timing: 6/4/04: Legislative district meetings 6/4/04: County meetings

Process: Each Legislative District shall select three (3) delegates and three (3) alternates for each Senate seat in that Legislative District to the state convention. State Party Rules I (e). Each county shall select three (3) delegates and three (3) alternates to the state convention. Each county shall also select one (1) delegate and (1) alternate for each one thousand votes cast for the Republican Congressional Candidate in the previous general election in that county. Delegate Selection Rule I (a).

Step 4 – State Convention

Purpose: To select 80% of Idaho’s national delegation from the delegate slates of the presidential candidates who received at least 5% of the primary vote, and to select the remaining 20% of delegation to national convention.

Timing: 6/10/04 – 6/12/04

Qualifications: The voting delegates are the state convention delegates and alternate
delegates elected at the legislative district and county meetings.

Process: Eighty percent (80%) of the delegates to the national convention shall be assigned to the presidential candidates in proportion to the results of the primary from the list of delegates/alternates provided by the presidential candidates. Id. at V (b). Twenty percent (20%) of the delegates and alternates are selected by the party as the party rules may provide. Idaho Code § 34-736(5).

Prior to the state convention, the GOP state chair will appoint a Delegate Selection Nominating Committee to nominate candidates for national delegate and alternate slots and to nominate candidates for presidential electors. To assist the nominating committee, each presidential state campaign chairman will recommend a slate of delegates and alternates from the lists filed with the Secretary of State, consistent with the number to which each is entitled as a result of the primary election. They shall also submit a brief resume of each individual on their lists. The nominating committee will also develop a slate of at-large delegates and alternates (20% of the national delegation). The nominating committee will then place in nomination a full slate for (1) each presidential candidate’s delegation and (2) the at-large delegation. Nominations for alternative slates may also be made from the floor. Votes on each submitted slate will be made by a roll call of each region, and voting will continue until such time as each slate receives a majority of the convention votes. Convention Rule III (6).

Delegates are obliged to vote on the first ballot at the national convention for the presidential candidate who nominated them, provided that uncommitted delegates are free to cast their vote for any candidate. Delegate Selection Rule V (e).

Step 5 – Certification of Delegates

Purpose: Filing of the credentials of the state delegation to the Secretary of the RNC.

Timing: 07/31/2004

Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in making up the temporary roll of the national convention. RNC Rule 18(c).

Step 5 – Organizing Convention Delegation

Purpose: To select national convention delegation chairman and choose committee persons.
Timing: Promptly following the selection of delegates (RNC Rule 40(a)).
Process: National Party Rules require the election of a delegation chairman, as well as one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees. RNC Rules, Rule 40(a).

Elector Selection

Purpose: To select presidential electors.
Timing: 6/10/04 – 6/12/04
Process: Presidential electors are chosen at the state convention and are nominated by the nominating committee. Convention Rule III (6)(a).
