Step 1 – Precinct Caucuses

Purpose: To elect delegates to represent each region at the state convention.

Timing: 1/25/04 – 2/7/04: Precinct caucuses

Process: Only party members who live in the precinct may vote at the precinct caucuses. Party membership is required. To become a party member, a person must be a US citizen registered to vote in the state and must sign a party membership form. A specific number of delegates and alternate delegates are allocated to each precinct based on the vote received by the Republican candidate for governor in 2002. Each precinct is assigned at least one delegate and alternate delegate.

Nominations to serve as a state convention delegate or alternate delegate may be made at the caucus (from the floor – no delegate filing necessary) (Terry Thomason, 12/17/03 Conference Call). Candidates may nominate themselves. State convention delegates are usually elected by acclamation or consensus. If elections are contested, they are conducted by secret ballot. Separate elections are conducted for delegate and alternate delegate positions. If a person is not elected as delegate, they may run for alternate delegate (Terry Thomason, 12/17/03 Conference Call). Each voter may cast as many votes as there are positions available. No cumulative voting is permitted. Election is by majority vote. State Party Rules § 320.

Step 2 – State Convention

Purpose: To elect the national AL and CD delegates and alternates.

Timing: 6/4/04 – 6/6/04

Process: Persons who are interested in running for national convention delegate or alternate delegate must submit their nomination to the secretary of the state party prior to the convening of the state convention. The secretary of the party will have these forms at the convention, but will also allow people to submit a letter (Terry Thomason, 12/17/03 Conference Call). Any state convention delegate may make nominations, and nominations can be made from the floor (Terry Thomason, 12/17/03 Conference Call). A delegate may nominate himself or herself. A person may be nominated for both an AL and a CD position. Id. at § 215. All votes must be cast in person. There are no proxies or absentee votes. Elections are by majority vote, and secret ballots are used for contested elections. Id. at § 309. At least three (3) delegates and three (3) alternates must be elected from each Congressional District. At least one (1) delegate must be from each of the counties of Hawaii, Kauai, and Maui. Id. at § 215. Terry Thomason explained that the voting is generally done by acclamation, and they announce during the proceedings, that they are electing CD Delegates and Alternates. First, they vote for the Honolulu district (and announce which precinct delegates can vote); then, they move to the 2nd district (which covers the rest of the state) and vote on those CD Delegates and Alternates (again announcing which precinct delegates can vote). Then AL Delegates are voted on by the entire convention (Terry Thomason, 12/17/03, Conference Call).

Candidates for delegate are not required to support any particular presidential candidate, but candidates may commit to a candidate if they choose. All delegates are supposed to choose a presidential candidate (Terry Thomason, 12/17/03 Conference Call). The commitment to that candidate is binding for the first ballot, unless the candidate the delegate is supporting has not withdrawn prior to the first ballot of the national convention. Id. at § 216.

Step 3 – Certification of Delegates

Purpose: Filing of the credentials of the state delegation to the Secretary of the RNC.

Timing: 07/31/2004

Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in making up the temporary roll of the national convention. Step 4 – Organizing Convention Delegation

Purpose: To select national convention delegation chairman and choose committee persons.
Timing: Promptly following selection of delegates. Generally held on the last day of the state convention, after the delegates are elected (Terry Thomason, 12/17/03, Conference Call).
Process: National Party Rules require the election of a delegation chairman, as well as one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees. RNC Rule 40(a).

Elector Selection

Purpose: To select presidential electors.
Timing: 6/4/04 – 6/6/04
Process: Presidential electors are nominated at the state convention. Electors must be certified by the convention secretary or chairperson and submitted to the chief election officer by 9/3/04. Haw. Rev. Stat. § 14-21.
