State Convention: 4/15/04 – 4/17/04

Step 1 – Delegate Filing

Purpose: To qualify for selection as a national delegate by the GOP state
committee.

Timing: On or before 1/9/04. Delegates must qualify no later than second
Friday in January in the manner provided by party rule. Fla. Stat.
Ann. § 103.101(6); Republican Party of Florida Delegate Application
(requiring that application must be notarized and received, not
postmarked, no later than January 9, 2004).

Qualifications: A candidate for delegate must be a registered Republican voter. A
candidate for CD delegate must reside in and be elected from the
voter’s CD. State Party Rule 10, § 6.

Process: Delegate candidates must submit an application and qualifying oath to the state party chairman by 1/9/04. State Party Rule 10, § 6; Republican Party of Florida Delegate Application. Presidential candidates must submit proposed slates of delegates/alternates to the state party Chairman on or before 3/9/04. State Party Rule 10, § 3. These lists will be distributed to the chairmen of the electing bodies for consideration. Id. Other filed delegate and alternate candidates not appearing on the submitted lists may still be elected from the floor at the district and state committee meeting. Id.

Step 2 – Presidential/Delegate Primary Election

Purpose: To allocate and bind the national convention delegates to the winner of the primary in each congressional district and the primary winner statewide.

Timing: 3/9/04. Fla. Stat. Ann. § 103.101(1).
Deadline for absentee ballots is XX/XX/XXXX.

Qualifications: Closed primary – only registered Republicans.
Deadline is 12/31/03. Fla. Stat. Ann. § 103.101(2)(a) (deadline for political parties to submit to the Secretary of State a list of presidential candidates to be placed on the primary ballot).

Note: If a political party has only one presidential candidate, neither the name of the candidate nor the names of the candidate’s delegates shall be printed on the primary ballot. Fla. Stat. Ann. § 103.101(4).

Step 3 – Congressional District Meetings

Purpose: To elect CD national convention delegates (75) and alternate delegates (75), three (3) of each from each CD.

Timing: On or before 3/30/04: congressional district meetings. State Party
Rule 10, § 4(b).

No later than XX/XX/XXXX: notice of congressional district meetings must be published at least ninety (90) days before candidate qualification deadline. State Party Rule 10, § 5.

Qualifications: State committeemen, state committeewomen, and county chairmen representing a county in a congressional district are eligible to participate in their respective congressional district meeting. State Party Rule 10, § 4(b).

Process: Each CD holds a meeting and elects CD national convention delegates and alternate delegates by majority vote. State Party Rule 10, § 4(b). Proxy voting is not permitted. Id. The candidates’ proposed list of delegates and alternate delegates, and other delegate candidates, are considered by each congressional district meeting. State Party Rule 10, § 3. If after 2 run-off ballots there is a tie, a winner is determined by lot. State Party Rule 10, § 4(b). Those candidates who are elected must be certified by the Chairmen of the various electing bodies to the State Party Chairman on or before 06/01/2004. State Party Rule 10, § 9. The elected delegates’ qualifying oaths must be filed with the Department of State. Id.

Step 4 – State Executive Board Meeting

Purpose: To elect AL national convention delegates (34) and alternate delegates (34). The three (3) National Committee Members will be automatic AL delegates pursuant to RNC Rule 13(a)(2).

Timing: 4/15/04 – 4/17/04. State Party Rule 10, § 4(a).
No later than XX/XX/XXXX: notice of meeting must be published at least ninety (90) days before candidate qualification deadline. State Party Rule 10, § 5.

Process: The AL national convention delegates and alternate delegates are elected at a meeting of the state party Executive Board. State Party Rule 10, § 4(a). The candidates’ proposed lists of AL delegates and alternate delegates, and other delegate candidates, are considered by the executive board. State Party Rule 10, § 3. Those candidates who are elected must be certified by the Chairmen of the various electing bodies to the State Party Chairman on or before 06/01/2004. State Party Rule 10, § 9. The elected delegates’ qualifying oaths must be filed with the Department of State. Id.


Step 5 – Certification of Delegates

Purpose: To file credentials of delegation to the Secretary of the RNC.

Timing: 7/31/04

Process: No later than thirty (30) days before the time set for the meeting of the National Convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the RNC for use by the secretary in preparing the temporary roll of the National Convention. RNC Rule 18(c). See also State Party Rule 10, § 9.

Step 6 – Organizing Convention Delegation

Purpose: To select National Convention delegation chairman and to allocate delegates to Convention Committees.

Timing: Promptly after the selection of delegates.

Process: National Party Rules require the election of a delegation chairman, as well as one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman.

Alternate delegates may not serve as delegation chairman or as
members of the convention committees. RNC Rule 40(a).

Presidential Electors

• The Governor shall nominate the Presidential Electors of each political party as recommended by the state executive committee of each political party. Fla. Stat. Ann. §
103.011(1).

• The state party shall make such recommendation by resolution, to be delivered to the
Governor prior to September 1, 2004. Fla. Stat. Ann. § 103.121(1)(b)(2).

• The Governor shall certify candidates for Elector to the Department of State on or
before September 1, 2004. Fla. Stat. Ann. § 103.011(1).

• Each Elector shall be a qualified elector of the political party he represents and he shall take an oath that he will vote for the candidate of the party that he is nominated to
represent. Id.

Other Information

Delegates are elected by state party rule. Fla. Stat. Ann. § 103.091(2). Delegates are
allocated according to party rule. § 103.101(7).


Delegates are bound during the first 2 national convention ballots, unless the convention rules state that delegates are bound for more than 2 ballots, or unless the delegates are released by the candidate, or that candidate withdraws his candidacy. State Party Rule 10, § 2.
• If a delegate or alternate delegate is unable to attend the National Convention, the state party Chairman shall select a replacement. State Party Rule 10, § 11.

I don't know if Dr. Paul is still looking for "delegate candidates" or not--but it helps to get the lingo down. ;)

I don't know if Dr. Paul is still looking for "delegate candidates" or not--but it helps to get the lingo down. ;)

Alright smarty pants, does anyone know if delegate candidates are still needed for RP in Florida? :)

:o Sorry, it just helps to get clear answers when people ask the right questions--there are websites with so much really bad information out there....
