Step 1 – Presidential Preference Caucus

Purpose: To elect, award, and bind the national delegates and alternates to the
winning candidate in the primary.

Timing: 12/12/03: Nominating petitions must be filed.
2/10/04: Presidential Preference Caucus

Qualifications: Delegates must be a registered Republican residing in D.C. for at least one year prior to filing nomination petition. 2004 Caucus Rules I(A).

Process: Each presidential candidate shall file a complete slate or 32 persons (16 delegates and 16 alternates) before receiving nominating petitions. Each person listed on the slate must provide the candidate a Statement of Acceptance and indicated permission to use his or her name in that capacity, which the candidate must file. The delegate is pledged to that presidential candidate until released by the candidate. Id. at II (C).

Slates of delegates and alternates shall qualify by submitting a valid petition of at least 1,000 duly registered and qualified Republican voters from D.C. or one (1) percent of the duly registered members of the Republican Party, whichever is less. Petitions must be filed on behalf of the entire slate with the chairman of the D.C. Republican Party no later than sixty (60) days before the Caucus (December 12, 2003). Only one nominating petition for each presidential candidate is required. Id. at II (D).

Presidential candidate who receives the greatest number of votes at the caucus has his slate of delegates and alternates elected and certified as the delegation to the national convention from D.C. Id. at II (G)(1).

Step 2 – Certification of Delegates

Purpose: To ensure that all delegates have proper credentials and are certified to act as delegates to the national convention.

Timing: TBD

Process: The Chairman of the D.C. Republican Party shall certify the results of the Caucus to the D.C. Republican Party Executive Committee at the early possible date. Upon certification to the Executive Committee, the Chairman shall then certify the delegates to the Republican National Committee.

Step 3 – Organizing Convention Delegation

Purpose: To select national convention delegation chairman and choose committee persons.
Timing: Promptly after the selection of delegates.
Process: National Party Rules require the election of a delegation chairman, as well as one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees (RNC Rules, Rule 40(a)).
