Winner-take-all (statewide) State convention: 5/14/04 – 5/15/04

Step 1 – Presidential Primary

Purpose: To allocate and bind the national convention delegates and alternate delegates.

Timing: No primary

Process: Primary binds delegates. However, party rules do not provide for method of binding delegates at national convention when no primary is held.

Step 2 – Convention District Meetings

Purpose: To elect delegates and alternate delegates to the state convention.

Timing: 30-60 days prior to the State Convention (????)

Qualifications: State convention delegates and alternate delegates must be residents and qualified voters in their respective convention districts at the time of the state convention. State Party Rules Art. VI § 7.

Process: Delegates to the state convention are chosen at the District Conventions as determined within each convention district. Id. at Art. VI § 9.

Step 3 – State Convention

Purpose: To select the national convention delegates and alternate delegates.

Timing: 5/14/04 – 5/15/04

Process: The State Executive Committee nominates a slate of delegates to the national convention. The slate must include at least one delegate and alternate from each of the seven convention districts (Brandywine, Wilmington, Colonial, Christiana-Millcreek, Newark, Kent, and Sussex). The nominated delegates are submitted to the State Convention for approval by majority vote. 2004 Delegate Selection Summary.

Step 4 – Certification of Delegates

Purpose: Filing of the credentials of the state delegation to the Secretary of the RNC.

Timing: 07/31/2004

Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in making up the temporary roll of the national convention (RNC Rule 18(c)).

Step 5 – Organizing Convention Delegation

Purpose: To select national convention delegation chairman and choose committee persons.
Timing: Promptly after the selection of delegates.
Process: National Party Rules require the election of a delegation chairman, as well as one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees (RNC Rule 40(a)).

Elector Selection

Purpose: To select presidential electors.
Timing: 5/14/04 – 5/15/04

Process: Presidential electors are chosen by a majority of delegates at the state convention. Del. Code Ann. § 3301.
