Winner-take-all (statewide)

Step 1 – Presidential Primary

Purpose: To bind and allocate national convention delegates on a statewide
winner-take-all basis.

Timing: 3/2/04: Presidential primary.

Qualifications: Closed primary- only registered Republicans. Democrats can switch parties until 3 months before the primary. Independents/new voters can register GOP until noon on the last business day prior to the primary.

Process: All of state’s delegates to the national convention shall be allocated to the candidate receiving the greatest number of votes. The delegates and alternates are committed to that candidate for one ballot. Party Bylaws Art. I § 17(a).

Step 2 – State Committee Meeting

Purpose: To ratify the national convention delegates to be awarded to each qualified campaign.

Timing: 5/8/04

Process: The state party chair nominates a slate of CD and AL delegates and alternates for election at the state committee. Id. at Art. I § 17(c). Priority is given to individuals with a record of support for the party and its candidates. Active participation in the winning candidate’s campaign is another selection prerequisite. Becoming a Delegate Memo. The delegate slate is approved by a simple voice vote at the state committee meeting. Delegate Selection Summary. Upon the selection of delegates, the party chairman certifies to the Secretary of State the name and address of each delegate, the district from which the delegate was selected, and the name of the candidate to whom he is committed. Conn. Gen. Stat. § 9-485.

Step 3 – Certification of Delegates

Purpose: Filing of the credentials of the state delegation to the Secretary of the RNC.

Timing: 07/31/2004

Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in making up the temporary roll of the national convention. RNC Rule 18(c).

Step 4 – Organizing Convention Delegation

Purpose: To select national convention delegation chairman and choose committee persons.
Timing: Promptly following selection of delegates. RNC Rule 40(a).
Process: National Party Rules require the election of a delegation chairman, as well as one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees. RNC Rule 40(a).

Elector Selection

Purpose: To select presidential electors.
Timing: 5/04: State Convention.
Process: The party chairman nominates a slate of presidential electors which are approved by the convention. Party Bylaws Art. III § 13.
