Step 1 – Delegate Filing
Purpose: To qualify as a CD or AL delegate and alternate delegate candidate at the district conventions or the state committee meeting.
Timing: 3/16/04 – 3/30/04: Delegate filing.
Process: All delegate and alternate candidates must file at the state headquarters during regular business hours between noon on March 16 and noon on March 30. Candidates must commit themselves to a presidential candidate at the time of filing. Candidates must also submit a $125 filing fee. It is recommended that each presidential
candidate submit a list of approved candidates. 2004 Delegate Selection Process.
Step 2 – Presidential Primary Election
Purpose: To allocate and bind national convention delegates and alternate delegates based upon the presidential primary results.
Timing: 5/18/04
Qualifications: Open primary.
Step 3 – District Conventions
Purpose: To select national CD delegates and alternate delegates.
Timing: 5/22/04
Process: 3 CD delegates and 3 CD alternates are elected from each congressional district at district conventions held for that purpose only. Delegates to the district conventions are elected at county committee meetings held in April 2004 and will include members of the district or regional committees. The membership of the District Convention is based on a formula based on various factors, including the votes cast for Republican candidate for governor in 2000 and the number of Republican countywide officeholders. Voting members of the State Committee cannot be delegates to the District Conventions. Id.
Step 4– State Committee Meeting
Purpose: To elect national convention AL delegates and alternate delegates.
Timing: 6/12/04
Process: AL delegates and alternates are elected at the state committee meeting. Voting participants consist of state committee members, the regional committee members and the auxiliary organization officers. Delegates will be allocated on a proportional basis to those candidates receiving over 20% of the vote. Id.
Step 5 – Certification of Delegates
Purpose: Filing of the credentials of the state delegation to the Secretary of the
RNC.
Timing: 07/31/2004
Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in making up the temporary roll of the national convention. RNC Rule 18(c).
Step 6 – Organizing Convention Delegation
Purpose: To select national convention delegation chairman and choose committee persons.
Timing: 6/12/04: Immediately following state convention.
Process: National Party Rules require the election of a delegation chairman, as well as one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees. RNC Rule 40(a).
Elector Selection
Purpose: To select presidential electors.
Timing: 6/12/04
Process: Presidential electors are selected at the state convention. The state convention must certify to the Secretary of State the total list of electors by September 15. Ark. Code Ann. § 7-8-302.
