If I can take property and put it to better use than the previous owner, it is simply the equivalent of a thief's justification for armed robbery in every sense. He always has a better use for what he has stolen than the original owner. No matter the euphemism used to condone it, emanate domain is state backed pillaging - most people intuitively know it.
