I can kind of see the reason behind this. Lets say you did have a bomb or device on you that wouldn't go off in a normal metal detector, but might be in a xray scan. So, say you play your odds that you wont get called for an xray ... however if you do get the xray, then you say "oh, im leaving" so they don't catch you. This is the reasoning behind it, however paying a $10,000 penalty is crazy and has nothing do with it
