I think, in part, he wanted to keep the GOP caucus from factionalizing along 'tea party' lines by saying 'look, we are adopting your issues'. Specifically, I don't think he wants a tea party caucus in 'opposition'. Some pundit on MSNBC just said McConnell changed his mind because he heard Rand Paul had a younger brother, laughter followed. :D

I like that idea better. But so long as McConnell falls in line on the campaign promises by the tea party, Rand might not have much impetus for his caucus.
