I think, in part, he wanted to keep the GOP caucus from factionalizing along 'tea party' lines by saying 'look, we are adopting your issues'. Some pundit on MSNBC just said McConnell changed his mind because he heard Rand Paul had a younger brother, laughter followed. :D

I like that idea better. But so long as McConnell falls in line on the campaign promises by the tea party, Rand might not have much impetus for his caucus.
