Under the pretext of climate change, and CO2 as a toxic substance, the EPA is about to require all production (emissions) to be under grant-able permits. Under such an arrangement it can literally reduce production in any sector it wants by lowering production (emission) permits to those sectors, or economy wide, thus boosting the prices of products or commodities.

Energy in particular is a paramount target, higher prices in the base input of energy affect all other production pricing.

Foreign import controls, paired with price controls could cause shortages engineered by design with this central planning scheme.
