Some of his votes are hard to understand . He does not take any money into his district . Why would he vote for someone else to ?

Because the fat cats who donate money to his campaigns and wine and dine him in DC tell him to. Why would he care what district they're in? The whole anti-earmark thing is just for show.

There's a documentary out there called "The Big Buy: Tom Delay's Stolen Congress". It's pretty good and focuses on Delay's antics during his time as speaker of the House. At the very end, when Delay resigns, the narrator cautions that Delay's protege is ready to take over Delay's legacy. The camera cuts to, yep, John Boehner.
