Scott Davis will be holding a press conference in a few minutes on what he found in the PA Terror Bulletins. Their efforts have resulted in resignations and embarrassment for the tyrant types. Even the State Police have condemned the reports...

It's good that this is in the open but PA seems to be one of the worst police states in the country. Thanks for posting.

Background

On October 14th, 2009 James Powers, the Director of the Pennsylvania Office of Homeland Security (PEMA) received confirmation that the contract for the Institute for Terrorism Research and Response (INSTITUTE) was approved. On October 28th, 2009 PEMA issued Purchase Order 4300193303 for a one year subscription beginning 10/26/2019 through 10/25/2010. The subscription included research, analysis, writing, case officer, 24/7 duty officer and overhead charges for 102,996.00. The Purchase order provided Jim Powers as the agency contact and sole source. The contract also allowed for reimbursement for any unused portion of a subscription with 30 days written notice.

This contract went unseen by the citizens of Pennsylvania until September 14, 2010 when Governor Rendell said he was “embarrassed” and “appalled” that the contract was providing bulletins on “legitimate protest groups” such as Tea Party Patriots, End the Fed groups, Second Amendment groups, Pennsylvania Revolution and many others. Governor Rendell stated that James Powers “thought he was carrying out the federal mandate” and “made a significant mistake”. Governor Rendell also stated that the contract would not be renewed at the end of October, but did not discuss canceling the contract which allows a partial refund of tax payer money when canceled.

I saw that after I posted, but it still isn't very clear what happened. I was looking for a narrative that explained things a little better. I didn't feel like (and don't have time for) clicking all the links to try and piece the puzzle together.
