Florida Congressional District Boundaries, Amendment 6 (2010)


Many Republicans are saying it will hurt minority-held seats, but I think that is code for "Republicans might lose there massive lead in the legislature and CDs".

Summary

Congressional districts or districting plans may not be drawn to favor or disfavor an incumbent or political party. Districts shall not be drawn to deny racial or language minorities the equal opportunity to participate in the political process and elect representatives of their choice. Districts must be contiguous. Unless otherwise required, districts must be compact, as equal in population as feasible, and where feasible must make use of existing city, county and geographical boundaries.

I don't know the specifics of this legislation, but Washington has a special committee for redistricting that is non-partisan, and it does a great job. The districts in Washington look very natural compared to most other states, and gives the GOP and Democrats seats proportionate to their popularity, considering the first-past-the-post system. It is one of the few Washington State policies I'd advocate be extended to more states.
