Not forever, but the rules say that if the congress is out for more than 3 consecutive days, the president can bypass the confirmation process of his appointees, and recently, he's relied on recesses to shove several of his cronies into the administration.

Democratic leaders have agreed to schedule pro-forma sessions of the Senate every week over the next six weeks, a move that will prevent Obama from making emergency appointments, according to Senate sources briefed on the talks.
