Is It Weird for Congress to Consider Constitutionality of Legislation Before Voting?

Does this happen? When has this ever happened?

I mean, I know individual congressmen might do it, I've heard of presidents doing it when they veto, but when has congress as a body ever considered the constitutionality of legislation?
