This is a smart move by the Republicans. They're calling the tea partiers bluff, basically saying, "We will continue doing what we've always done, and after all your huffing and puffing you will continue voting for us just to stop the Democrats." And they're probably right.

I see it as analogous to children testing their parents' boundaries by doing things they know they're not supposed to to see how much they can really get away with before they get spanked.

After all they did from 2000-2006 their punishment was 2 elections of minor discipline followed by what will be their biggest winning year ever. They know they can get away with a lot worse than this pledge.
