It became part of the GOP platform and there was a Republican Congress, so why did it fail?
What can be learned from it?

Control of "education" directly equates with control of thought, orientation, and behavior. The Dept. of E. is the central authority for educational policy whose lines the state departments of education must toe. Control of "education" is a central pillar of the elite model of governance, as are control of banking, economics in general, and the military. It is as important as any other factor you care to name and more so than several others. Where the mind goes the body follows.
You will sooner see the sun go nova than the relinquishment of central control of the nation's school system. If the Dept. of Ed. were to be removed, you would be well advised to start looking to find what replaced it. I assure you that barring a major upheaval in the broader scheme of political control, there will still be mechanisms in place to ensure that precious few of the nation's young ever develop an ability to think beyond the ends of their noses.
