Why not a trillion dollar tax credit? Seriously. Since deficits "dont matter" why not just let everybody have a year or 2 tax free?

It's not tax cuts. It's tax credits. Companies have to jump through certain hoops, allocating money to R&D and filing whatever proof that they did it and did it the way the government wants them to, and they get money for it. It's corporate welfare. The purpose is to incentivize them to spend more on R&D than they otherwise would have, meaning that with this tax credit companies are going to spend money in ways different than they would if they were simply pursuing maximum profits in a free market. The government will pay for this by eliminating other "loopholes" in the tax code.
