Should Puerto Ricans (or anyone) Born on the island and who resides on the island be given the option to become a U.S. citizens or not?

1, The Bill of Rights does not apply in its entirety on the island.

2, The people cannot vote in federal elections( not that that'll do much good, since the majority that Vote are as dumb as their counterparts in the mainland).

So...should these Statutory Acts Granting this privilege be repeal or amended?

I have no real problem with them being citizens.

They already are. If a Puerto Rican moves to New York, for example, they can register to vote. If they move back to PR they are disenfranchised (at least for presidental electors).

The only reason they aren't considered the 51st state is because that would mess up the flag :P

Born on the island and who resides on the island. I'm not talking about current U.S. citizens from the island. And yes, I know they can do this:

I think this fence riding territorial status needs to go. Either become a state or your own country.

Here's a related question, and it's not rhetorical.

Should every one on planet earth, no matter where they live, be able to elect to become U.S. citizens, without having to move here, just staying wherever they are?

Follow up question.

Should anybody at all, including people living within the borders of the USA be citizens?
