I hope Rand also touches on how Conways solution perpetuates the jobless -> drug-using problem. As once somebody gets a criminal record due to drug abuse, later on, even if they sober up and want to go drug free they will find it much more difficult to get a good job because of the criminal record.

So in effect: Conways drug warrior attitude increase long term drug abuse and joblessness.
