If scientists currently claim they can theoretically manipulate the weather for planet saving operations, what makes you think it hasn't been in use for some time. Forget the HARRP stuff... I am talking cloud seeding and other rain manipulations.

You do not sign an agreement to not manipulate the climates of other countries if you do not have the means.

That would be like all the countries of the world signing to never leave the solar system - why bother?
