" The one thing that has been brought to the forefront of Kentucky politics lately is the issue of hemp and the possibility of the "gateway drug" marijuana. There are many variations of politicians. There are the ones who see growing hemp as the free market principles working and that in the history of Kentucky the growth of hemp was fairly normal. Hemp has many uses that would be beneficial for the market place and helpful for the 65% of Kentucky farmers not receiving government payouts:

hemp by its unmodified lonesome as an industrial product is not of the potency to be a "high"

I'd question that statistic, but the article was a good read, and I like how it flips the "gateway drug" argument around.

I know other statistics put the figure at about $500 billion since it began, but is that just based on DEA and police officer salary that has been directed towards the war on drugs? Or what?

I'm not sure either. Perhaps adding those figures would get you closer, but $30 Trillion is an amazingly high number. But who cares, if he disputes it, he can do the math. :)
