Romney seems to have run a masterful hedging strategy. Here is how it works:

Romney pays 17.35M to his campaign / His campaign sends him an IOU for 17.35M
The campaign uses all this cash on advertising to raise more cash from donors
100,000 Donors Donate 44M (roughly $440 per donor)
Let's assume (50% of Romney's donors donated $250 or more, 25% 150, and 25% donated $100) This is just an estimate.

At the end, if it looks like he is not winning, he can apply for matching funds. Here is the breakdown:
50,000 * 250 = $12,500,000
25,000 * 150 = $3,750,000
25,000 * 100 = $2,500,000
So, even if Romney spends all the money recklessly, it doesn't matter. He can apply for over 18M in matching funds and then get out of the race. His campaign will have to write him a check so the campaign committee can pay off its debts. Romney gets ALL of his investment returned through a payment from the American people. Its a perfectly covered hedge.
