Any ideas on cons of this, aside from the fact that the EPA is repeatedly an epic failure, this interferes with the market, and calls for a research grant program? Apparently, in the past, burden was on the EPA to decide what chemicals were safe/unsafe, and this bill proposes that the burden is on the chemical manufacturers and users instead.

It's being called a modernization of the TCSA (Toxic Substances Control Act) that was basically a failure.

There is more info here along with another similar bill called the "Toxic Chemicals Safety Act of 2010":

Dear Senator Frank R. Lautenberg,

Concerning the Safe Chemicals Act of 2010, it's about time! I sincerely hope you start with one of the most dangerous chemicals out there. A chemical that is simply too freely available, can be fatal in overdose and all to often interferes with the bodies ability to absorb oxygen. It is well past time and absolutely imperative that the federal government ban this highly dangerous chemical. I am of course referring to water.

Thank you for your consideration in this matter,

Let's start with unconstitutional - the Federal government was never granted the power to make laws like this.

And it gives more power to EPA, which is already one of the most heavy-handed, vindictive, and thuggish of government agencies.

It will add enormous costs to most industrial processes and drive many of them offshore.

It will make us all less free to do what we want, taking responsibility for our own actions.

All that is needed is a law that says it is illegal to poison your neighbors. Period. Everything else is about expanding the size and control of government.

Thank goodness I do not have to be concerned about the guns enforcing this since the Constitution will interpose and protect the people from lawless government.
