If you can offer both the resume and the letter of interest, I'd say do both. Your resume should focus on the skills that you've acquired through work and school that can be applied to the internship, if you don't have any related experience. With economics/political science, you've likely learned some things that would be useful.

If you can only do one, write a solid letter of interest, explaining how long you've been politically active/aware, why you want to get involved, and the types of skills that you have that might give you an advantage over the other applicants. Most of the other applicants are likely to be college-age, so you probably have a leg up on them - just have to put the emphasis in the right places.
