Tough to compete with the likes of Lincoln, Wilson, and FDR, whose reputations were built on their lawlessness. Bush is definitely up there, and Obama is putting up a good fight to compete with him.

Have to go with FDR or Wilson. Wilson deserves ridicule for his stern enforcement of the espionage act and a supression of the 4th estate. And then we all know about FDR who basically ruled like a monarch. Even the Nazis and Italian fascists were enamored with his rapid implementation of "state programs" during the 30s before the war erupted.
