The "Huey" referred to in this song is Huey P. Newton, the co-founder and leader of the Black Panther Party. Where are you getting Libertarian?

Excuse me, as I skimmed over the video and I don't know everything about the old black panthers, but aside from being anti-war and pro-civil liberties, didn't they support non-libertarian things like certain sections of the civil rights act and other government imposed equality legislation?

The Old Black Panthers and the New Black Panthers are completely separate groups. If I recall correctly, the leaders of the Classic Panthers have repeatedly disavowed the actions of the latter organization.
