Don't know if I just missed this or what but
The Government has extended the first time home buyers plan ONLY for "qualified service members" which includes of course military, foreign service, and the intelligence community. AND if they have a job related move, they don't have to pay it back.
EVERYONE else..... if you move you have to pay it back
