It's Beijing's latest effort to reduce rising crime often blamed on the millions of rural Chinese migrating to cities for work. The capital's Communist Party secretary wants the approach promoted citywide. But some state media and experts say the move not only looks bad but imposes another layer of control on the already stigmatized, vulnerable migrants.

It's pretty obvious that having a communist of socialist society requires immigration control. Unfortunately, we now live in a socialist society here in the US. :(

Central planning is exactly what this is. Beijing exerts its will over the entire country of China.

Are 50 states enacting their own various immigration policies to be considered central planning?

What about individual counties? Municipalities? Neighborhoods, even?

Is Beijing's goal contrary or complementary to the policies of its local masters? (Are Washington's?) Are there states in China? If so, who do they answer to? Does the national govenment in Bejing answer to the states?
