WASHINGTON -- West Virginia Gov. Joe Manchin said he will seek a special election this year to fill the seat of the late Sen. Robert C. Byrd, and that he likely will run for the seat himself.
Mr. Manchin, a Democrat, addressed the succession process for Mr. Byrd for the first time today at a news conference in Charleston, W.Va. Mr. Byrd, 92, died last week and was buried Tuesday.
Although West Virginia Secretary of State Natalie Tennant had said that under the state code, an election to fill the seat cannot occur until 2012, Mr. Manchin said he would like to have one much sooner. He said he will ask state Attorney General Darrell McGraw for a legal opinion on the matter, then discuss it with the state legislature.
