World's worst ecological disaster, have to hold BP accountable, $20 Billion escrow fund, got to get off our dependence on oil and fund green energy sources, etc.

Whatever he does talk about, it is 50+ days too late.

I suspect at least one thing will still be Bush's fault.

I voted that he will just mention it, but assuredly, everything else he says will support the policy even if it's not specifically mentioned.

We are still in the problem segment of the 'problem, reaction, solution' formula that is alaways used during a crisis to grow the government . Tonight he will lay out the problem (offshore drilling, "free market " capitalism, oil companies in general ), and hope to get the reaction rolling.

The liberal media will call for drachonian measures that sound like a complete command and control solution, the conservatives will predictably say fat chance, and a debate will ensue. Of course the sythesis of this Hegelian dialectic will be a fascistic solution. This is exactly how the health care takeover played out. The liberals started out demading universal health care, the republicans said no way, and we ended up with "a compromise" which is became a fascist takeover of healthcare. It was dictatorial, but played out as though there was healthy debate and democracy in action. They got exactly what they wanted.

So Obama might mention the solution (cap and trade) but only subtely in the context of having to get off our independence from foreign oil. He will not talk specifics, but he will mention how some members of congress are obstructing progress, and are somewhat to blame for the problem.

Of course you will probably hear the infamous words every president uses prior to raping the country, "the time for action is now" , and will leave that up to the viewer to know what that means.

As much as I completely want to agree with you, It's my understanding that there are 17 wells that are deep ociean that will be shut down. While there are hundreds of shallow water wells that will remain in operation,

I'm for deep water drilling. The regulations and the chain of command seem to be the problem. Both in normal operations and when things go wrong.

He will make reassuring eye contact (http://www.theonion.com/articles/obama-to-make-reassuring-eye-contact-with-every-la,17574/) with America and everyone will feel better.

He's not going to talk about cap & trade. The script has already been written. The speech will last approximately 17 minutes and it is going to be addressing the BP oil spill.

There's no surprise here.

I think he'll also mention the $50B he's requested in 'emergency funding' for state & local gov'ts to keep teachers & firemen employed.

For the children.

[to repay over their lifetimes]

Just `15 or so minutes into the speech and just like I thought, this is a stump speech for cap and tax, er the american power (and put us into bankruptcy) act, or whatever you call it.

Obama seems off. I can't put my finger on it, but the last part especially felt very flat.

"We're" going to make this energy more affordable (by driving up the costs of energy) and Americans are total wimps for not wanting to go down this path...

you mean that part?

Did anyone catch when he basically blamed the "philosophy of deregulation" for the mess?

I refuse to intentionally watch this talking clown, but I'll be he used a bunch of bullshit rhetoric like "we all need to come together", not taking any blame himself. Thinking about this guy makes my blood boil, I need to get off this forum!
