Well if they are recieving tax dollars then yes, if it's private donations then no they do not have to.

If they want to be a private organization they should not take public money, which always has strings attached.

Well they use a city building for free... but the thing is, if they weren't there, would there really be any demand to use the building for something else? Or are they just using un-used space?

It sounds like the city should be renting out the building, at some amount, for any group to meet who is respectful of the property. Then whatever the market demands for renting the building, the Boy Scouts can bid up and pay it.. then nobody can complain about them.
